[12406] Capt. Bissell Phelps b. Hebron, Ct., 16 Feb., bapt. 17 Mar., 1754, m. Lovina Skinner, by the Rev. Robert Hubbard, 12 July, 1775. She was b. Hebron, Ct., d. Waitsfield, Washington Co., Vt., 29 Mar., 1802.

He m. 2d Sally Waterman, by the Rev. W. Fuller, 27 Feb., 1803, daughter of Abraham and Anna (Brown) Waterman, She b. Killingly, Ct., 31 Jan., 1772, d. at Sharon, Windsor Co. Vt., 16 Apr., 1871, in her 100th year.

Capt. Bissell Phelps was a farmer, first settling in Hebron, Ct., where he resided up to 1784, when he with his family re-moved to Middlefield, Mass. In 1789 he removed with his family and goods, with two yoke of oxen, to Waitsfield, Vt. Two years previous to this Gen. Benjamin Waite settled that place, from whom the town was named. Here Capt. Phelps died 25 Oct., 1845, in his 91st year.

He held a commission as Captain, served under Quartermaster Gen. Maverick Hubbard, and serving under Gen. Layfaette. He is also recorded in the Conn. Soldiers Record as a conductor of frontier teams, for transportation of supplies from Conn. to the Continental Army 1779-1781. In 1819 Bissel Phelps, a wagon-master, petitioned Congress for reve-nue service amounting to £ 341, 15s. 16d., not granted. His widow, Sally, showed her patriotism during the war of the Rebellion, then 9o years old, in hoisting the American flag on a pole in her yard at Sharon, Vt., mornings and evenings.
